I dont know if Id go so far to give a God any definition - but can see that definitely, angry, judgmental, and that beings 'project' onto god, then do it against a mirror and then aim it at a strange angle onto others, to make them feel that God is judging them, angry with them, basically to control other people so they will cave under the pressure of the image of this God, which is really their own projection. This can become more 'believable' of a projection when an entire society forms an agreement and group-projects, it all into a mass shadow and it darkens the skies of consciousness as a whole.

I wonder though this quote by MW is wise - how much folks do this. Creating a conditional God who is rather ****ed off at everyone?

Yeah, I wonder about that a lot.  It just doesn't make sense to me.  A whole lot of it doesn't make sense and I wonder how people can believe a lot of it, but specifically, a creator.... having created everything, how could this creator then be angry,  judgemental etc?  I agree people certainly do project all of their emotions and fears onto other people and things.  I guess even god is not exempt from that.
